The general belongs to what was known as the McKinley-Hanna faction of Ohio Republicans until their death and what has since then come to be known as Herrick-Blick faction. Until Sen Hanna died it was their desire and hope to nominate him for presi dent. With him perished all open op position to Colonel Roosevelt for the nomination, but General Grosvenor made up his mind not to be left In the lurch. His repentance came at the eleventh hour in fact, just a few min utes before 12 but evidently, when he saw the light, he proposed to outdo and eclipse all others as a Roosevelt whooper up and, to do him justice, it ought to be said that he has thrown all others completely into the shade. April 4 he devotes twenty-seven and a 'half pages of the Congressional Record somewhere in the neighbor hood of 50,000 words to a glorification of the president " There is little else in that "speech" not one word of which he uttered in the house. On March 28 he asked leave to , "extend his remarks in the Record without having made any remarks whatsoever. That request was granted, and the April 4 "speech" is the result It is so fulsome in its flattery of the presi dent that the Washington Times in- i sinuates that President Roosevelt wrote it himself or had it written un der his eye at the White House. This insinuation does injustice to both the president and the general. The latter probably deserved the credit such as it" is of evolving it out of his own in ner consciousness. Not satisfied with that notable bid for a foremost place at .the pie- counter. In their ranks has arisen a tar iff reformer who is causing Republican big wigs to have insomnia from pestering their heads in the. vain endeavor to In vent ways and means to squelch him or to circumvent him, as Weller pere would have said. His theory of tariff .reform has been heralded far and wide asV "the Iowa idea:" His habitat is lies Moines, his name is A B. Cummins, and he is Re publican governor of the Hawkeye State, serving his second term, having been re elected last year after his '.'idea" had been thoroughly exploited. A comet ' with a tail of fire 10.000,000 .miles . long . did not create greater con sternation among the Ignorant and super stitious idolaters of antiquity than this mild tariff reformer has carried Into the ranks of the' "stand patters." "Stand pat" organs have applied to him all sorts of opprobrious epithets, most common among which is that of "traitor. , Nevertheless in 1903 he was renominated for governor by acclamation by the Re publicans of Iowa and re-elected by an overwhelming majority, and. unless all the signs of the times fall, he will head the Iowa aeiegation to ine wmcago con. vention. If he Is as bad a man as the "stand pat term", reoresent him to be. why was he re elected governor -Of- one of the strongest Republican states in the Union? Was It out of superabundant tenderness for an errlnsj brother. or was it because the Cummins following in Iowa is too strong to be turned down with Impunity? Why is this "traitor" to Republicanism to go to Chicago as the bellwether of the dele- cation? Is it beoause he represents not only' "the Iowa idea," but the .true Re publican, -idea aiso, or is it- Because me Iowa ''stand patters" fear him and would placate him .at least till after the Norem ber election! . What Is "the (owa idea" as - expounded bv Governor Cummins T It is this, as ex pressed in the Iowa Republican platform of 1901, adopted by the convention, which nominated him the first time; "We favor any modification of the tariff schedules that may be required to prevent thbm becoming a shelter for mo nopoly.
